In 2008 the Organisation for Security and Cooperation in Europe (OSCE) asked the German accreditation agency AQAS to organise an evaluation procedure in which an external Group of Experts would survey and certify the Kosovo Centre for Public Safety, Education and Development (KCPSED / Centre) in Vushtrri. In Germany AQAS carries out programme accreditations, while at international level its activities also include evaluations and other forms of quality assurance.

The Kosovo Centre for Public Safety, Education and Development was originally founded in 1999. The Centre is responsible for the training and education of members of four different public safety and security agencies, namely: the „Police Service“, the „Correctional (Prisons) Service“, the „Customs Service“ and the „Department of Emergency Management (DEM)“.

The goal of the evaluation process for KCPSED was to provide the OSCE with information of the level and quality of the KCPSED education and training in terms of international standards and how the programme can be improved to meet international standards. Although the KCPSED aims to offer study programmes at Bachelor-level within the next few years, this evaluation process was a consulting project and not an accreditation procedure. The project focuses on two aspects:

  1. the institution with special regard to its structures and organisational procedures (departments, staff and instructors),
  2. the educational programme and quality assurance.

The process was organised as a peer review, based on the assessment of the self-evaluation report of the KCPSED of May 2008 and on discussions with representatives of the Centre. The Group of Experts for this evaluation process includes three experts from universities/colleges and one representative of professional practice: Bruce Milne (Scottish Police College, GB), Prof. Uli Rothfuss (IB-Hochschule Berlin, University of Applied Sciences and Arts), Stefan Schwarz (Cologne Police Department) and Prof. Dr. P.A.J Waddington (University of Wolverhampton, GB). The Group of Experts was accompanied and supported by a consultant with specific knowledge of the situation in Kosovo, Prof. Dr. Thomas Feltes (University of Bochum), and one representative of AQAS, Doris Herrmann.

On 29 July 2008 the Group of Experts had a first internal preparatory meeting. On 30 and 31 July they had several discussions with representatives of the four agencies that develop the programmes, with administrational staff of the KCPSED, with the instructors responsible for the teaching and with police officers who have completed the basic training at the KCPSED. On 31 July the Group of Experts had the opportunity to discuss questions on the further development of the Centre with the Minister of Internal Affairs. In September 2008 the Group of Experts produced a report with recommendations for improving the organisation and the programme of the KCPSED.
